In a quiet county like this, a vintage car with out-of-state plates was always worth a closer look. Thomas flicked on his sirens, pulling the sedan over onto the dusty shoulder.

Instead, he pulled out a worn leather case containing a vintage gold police shield—and an old photograph that made his heart stop.
