Charles froze. The smug grin vanished from his face, replaced by a sudden, pale terror. He looked from the imposing military officer to the giant security guards stepping out of the SUVs. Slowly, trembling, Charles bent down, picked up the gold challenge coin, and handed it back to George.
"General Sterling," George said, offering a crisp, respectful salute despite his aching shoulder.
"At ease, Sergeant," Sterling replied, his eyes never leaving Charles. "What seems to be the problem here, son? Why are you assaulting a decorated hero on a public street?"

Charles swallowed hard, clutching his clipboard like a shield. "This... this is an administrative matter, General. This man's pension was flagged for review due to incomplete service records. I was just notifying him."
"Review?" General Sterling stepped closer, his presence overwhelming. "I personally signed George's retirement papers. His service was exemplary. What you are doing is not a review; it is harassment."
Sensing his career was in jeopardy, Charles tried to bluff. He pulled out his phone. "You can't threaten me. I work for the city's budget committee. My director, Mr. Vance, is the mayor's chief of staff. If you interfere with city business, I will have your career ruined!"
Charles quickly dialed a number, speaking frantically into the receiver. "Mr. Vance! I'm on 5th Street. I'm being harassed by a military officer while trying to enforce the pension cuts. I need you to handle this immediately!"
He hung up, looking smug once more. "My director is on his way. You're in big trouble now."
General Sterling merely smiled, a cold, humorless expression. "I'm glad he's coming. Because Mr. Vance is exactly the person I wanted to see." Sterling pulled out his own phone and made a single, brief call. "Bring the files to 5th Street. It's time to clean house."
