He snatched his handcuffs from his utility belt, stepping directly into Megan's path to block her exit.

"You’re under arrest, Megan!" David roared, his face flushed red. "These dogs are registered state property. You’ve tampered with active police assets, and I’m charging you with grand theft and interference!"

Two of David's loyal officers stepped forward, their hands resting cautiously on their holsters. She reached into her medical bag and pulled out a thick, sealed manila envelope, tossing it onto the hood of a nearby patrol car. Inside were the original, certified breeding and ownership papers for all four dogs, showing they were bred from Megan's personal champion line before she ever joined the academy.

But that wasn't all. Behind the ownership papers lay a stack of bank statements and falsified transfer documents with David’s forged signatures, detailing exactly how he had embezzled fifty thousand dollars from the K9 program's federal grant to cover his personal debts.
