Philip’s arrogant demeanor evaporated in an instant. He looked from the towering figure of General Harris to the armed military police officers stepping out of the SUVs. With trembling hands, Philip knelt on the hot concrete. His expensive linen suit strained as he reached down to retrieve the gold coin. He handed it back to Walter, his eyes darting around in sheer terror. Walter took the coin, rubbing his thumb over the engraved insignia, and nodded silently to his old friend.

General Harris then turned his full attention to the metal clipboard in Philip's hands. He snatched it away with a swift, practiced motion. Harris had not arrived by coincidence. For weeks, federal authorities had been tracking a massive embezzlement ring operating inside the local pension office—a ring that systematically targeted elderly veterans, declaring their funds "lost" while funneling millions into private accounts.
